Bishop of Norwich. (1813) "The application of civil sanctions, of any kind, to religious opinion, has always appeared to me contrary to sound policy, to just reasoning, and to the revealed Word of God.". The Pope is his "Holy Brother". He says that he will vote for his correspondent's bill for Catholic Emancipation which is before Parliament. The abstract was before the Bishops. He wonders what view the Bench will take, says that not many Bishops will support him, and questions the timing. (1813) He expresses his pleasure that the House of Lords has approved Smith's bill and looks forward to the triumph of "Christian charity and true Belief . . . over the exclusive, narrow, and persecuting Spirit of a few among us". (1817) The death of Lady Albemarle prevents him from accepting an invitation. He reflects on divine ways which are not our ways. (1821) A consequence of the "return of peace" is the nujmber of applications the Church gets from young men who are "excluded from the army". He has to turn a deaf ear.On emancipation he says: "With respect to your Petition, I am so decided a friend to religious liberty that I most cordially hope you will succeed".
