76pp., cr. 8vo, unbound and stabbed as issued, top edge of first page/title chipped with faint foxing and other minor damage, back cover (also with printed title) partly dusted, item mainly in good condition. Inscribed at the top of the title, faintly, "Received from Mr. Freshfield [presumably the lawyer/MP, JJW Freshfield (DNB)] | 23 Oct. 1862 | [GH?]". This proposed text has been annotated (not extensively) in an unknown hand, and has some differences from the later published version. For example, Clause 8 in the proposed version is omitted in the published version and Clause 12 ( Clause 11 in the final version because of the extraction of the earlier Clause 8) substantially revised. NO copy of this "Proposed General Order" is listed on COPAC or WorldCat.
